The Emergency Operations Plan (EOP) identifies the responsibilities to prepare for, mitigate against, respond to, and recover from threats the jurisdiction faces. The Marion County EOP should be flexible enough for use in all emergencies. Preparing the public to the extent possible is an integral part of the EOP. The EOP identifies the EOC and discusses the concept of operations, as well as the command and control structure based on NIMS ICS when the EOC is activated as part of a Multi-agency Coordination System. The EOC supports and coordinates the field operations based on NIMS ICS and the EOP describes how the support functions fit into that system.
